Sign-up for APA's MH registry, PsychPRO before Dec. 15

The deadline for signing up with APA’s new mental health registry, PsychPRO (Psychiatric Patient Registry Online) to meet quality reporting requirements under the Medicare Quality Payment Program this year is December 15.

Anyone joining by the deadline should be able to avoid penalties in 2019 by using the registry portal designed to administer patient-reported outcome measures. The data collected through the portal can be used to submit data to the Centers for Medicare and Medicaid Services (CMS) for one quality measure for one patient or one improvement activity, which is what is required this year to avoid penalties in 2019.

The Medicare Incentive Payment System (MIPS) requires physicians to report data in three areas for 2017: quality, improvement activities, and advancing care information. Reporting can be through Medicare claims (for quality only), CMS web interface (for groups of 25 clinicians or more reporting quality only), electronic health records, a qualified health registry, or a qualified clinical data registry.

The final deadline for reporting for 2017 is March 31, 2018, but those who choose to report a quality measure using Medicare claims must do so by December 31. (Importantly, for 2017, only physicians who have more than 100 Medicare Part B patients and over $30,000 in Part B allowable charges per year are required to report.)

Individual clinicians and health systems signed up with PsychPRO in sufficient numbers for the “Proof of Concept” and “Pilot Cohort” phases for the registry to be certified earlier this year by CMS as a Qualified Clinical Data Registry. That certification means participating clinicians will be able to avert the 4 percent penalty imposed in 2019 on those who fail to report under the MIPS for 2017. Participating members may also qualify for financial incentive benefits.
